Actually the better school systems tend to be the ones with less restrictions on stuff like this. The problem with netblockers is they are way too extensive and block out a lot of useful sites.
That and blockout tools are rarely needed when you have good students who get all there work done before they goof off.
My school didn't have any blocks and we were better then the county average, which was better then the state average, which was better then the country average.
