This is Atlus as a publisher - the developer of Tactics Ogre: Let Us Cling Together (and Ogre Battle, Ogre Battle 64, Tactics Ogre: Knights of Lodis...) was Quest, who Square bought out a few years ago.
They've got the teams from Quest working on the Ivalice games like FFT and FFXII, though, so it's not all bad.
