MGS4 is not a technical feat by any means - it isn't doing anything revolutionary as far as polygon pushing, texture resolution, etc. What's at work on MGS4 is artist and coding talent - just like Polyphony Digital they are very smart about using the available resources towards the things that do matter.
MGS4 isn't a showcase of the ps3 graphical ability, it is a showcase of sony's ability to attract talented developers. Mind you, this is of great value - of course - but it's something entirely different.
