The game has looked like this since E3, if not since May.
This issue is that the textures are often hard to see clearly in stills, either due to the game's built-in motion blur or else a result of it's bad anisotropic filtering (essentially the textures look blurry at angles, though this would only be an issue with in-engine shots taken out-of-body, and thus not already blurred by the motion blur).
In every shot that has shown textures at a more direct angle, they've looked pretty good, and bad anisotrpic filtering is only an issue if you're forced to look at things at odd angles consistently. In motion, it should go completely unnoticed.
For example of these good textures I'm talking about, look at the ground textures at the very bottom of this shot:

There is not motion blur, as it the shot is not taken from the player's perspective, and you have a good angle on the textures by his feet, so they're not really affected by bad anisotropic filtering.
Now notice the ground textures in the distance. They're pretty blurry, right? They're also being viewed from very low angles, and look fuzzy in general. They're being affected by the bad AS.
