Really depends on what your trying to define as "best". There are many "bests" out there, IMO.
GTAIV had a ton of stuff going on at once. That was a graphical beast, IMO.
As for worst - What are we defining X360 exclusives? I'd say Beautiful Katamari was pretty bad, but it was meant that way.
