She wanted it to pass.... but not without 100 republican votes. She said outright she wouldn't let it pass if they didn't have the 100%. They had the votes to pass it but wouldn't "jump off the bridge alone."
Though in the end since the repubs only needed like 80... it was obvious she blinked on that bluff anyway and just didn't have enough political clout to pass the bailout and bring in some extra Dems.
