This is just speculation. IBM does the development on new CELL processors and have already built new smaller models and have not modified the number of SPEs because issues like cache management make handling this a non-trivial change to the architecture. IBM actually owns a couple of patents on this technology. Multiple processors is a more likely outcome as they each have their own cache and it completely changes the memory management issue.
Though not in the article people also need to realize that the adoption of sub-32nm fabrication, if it occurs, will be much slower and more expensive than the previous fab changes as it requires some new method of chip fabrication that IBM has yet to reveal completely.
