These people come up for reelection in 6 weeks. This bill is not wanted by a very large percentage of the population. Just about every member of the house wants to vote no. The only reason to vote yes, is because both republicans and democrats from congress (who are not being reelected any time soon) are pressuring them. The president is pressuring them.

Everything that is in there best interests, and the best interests of there constituents says to vote no. The Republican Senate did everything they could to convince the Republican House to vote for this bill (and the Republican Senate thought they had the votes).

So you have all these forces pulling you each way, trying to get a bipartisan vote through the house, and then the leader of the opposing party gets up and says this bill will pass, the time of your party is over, you are the reason for this problem, and I am here to fix it (when in realty, if you want to point fingers, the democrats had probably more to do with this then anyone)...

it makes it very easy to pick how you are going to align your conflicted self.
