It's actually hard to guage the sales of Fable 2. It will either sell by the truck load, or sell by the basket load. I dont think there will be an in between. As for Fallout 3, dont underestimate Bethesda. Oblivion sold well, and I think anyone who bought Oblivion will probably get Fallout 3.
Personally, Fable 2 I think will be the better game.
