I've seen the scans, and this doesn't sound like Team ICO's game. Too many people have been expecting it for far too long for it to be "super secret", and it's been unofficially confirmed to appear at TGS for quite some time now.
I've also heard that SCEJ has multiple large scale projects in the works right now, and that they HAVEN'T been focusing 100% on obscure titles like Afrika and firmware, as though it may seem.
Tbh, I wouldn't be surprised to see Team ICO's game plus this "super secret" game from SCEJ at TGS.
