I see it all the time at malls and stuff. It's not a leash around the neck either. It's a sort of harness around the torso with an elastic band to hold onto. I don't see the problem with it. Gives the kid more freedom than having to hold your hand the entire time, or stay inside a shopping cart, but prevents them from being grabbed or just wandering off. I fail to see an issue.
