Graphics only need to reach acceptable consumer levels. It's been reached with the PS2.
The acceptable level changes, even PS3 games with graphics way above PS2/Wii's capabilities have been slammed for weak graphics (for example Haze, which is pretty decent actually).
IMO the PS2 hardware is really too weak for good FPS games, demands are now getting higher more quickly because people are buying HDTVs en masse. The PS2 although much weaker at producing appealing PAL/NTSC games than the PS3, it was quite suitable for the bulk of game styles (albeit limited with regard to what you can do) on a low spec PAL/NTSC TV set. God of War 2 is amazing, pushing the limits of what can be done on a PS2 (but sacrifices had to be made and the game was very well optimised for the hardware).
Killzone 2 on a PS2 would IMO not be considered acceptable in line with modern FPS expectations. The PS2 hardware is too limited to really make people go "Wow!" for that sort of game, nomatter how much time and effort Sony would have invested into a PS2 version.
