Because it already went gold a few days ago. If they had waited till the end of October when the patch is done, then the game would probably not be out till late November.
Also Fallout 3 comes out the week after.
Although it is a bit funny how Molyneux said Fable 2 was "finished" back in July. I suppose they found some bug they couldn't fix in time.
