Yes, but some type of games are more dependent on the technical aspects than others (like light hearted, simple, funny cartoon like games, for instance the Simpsons isn't a cartoon of Dinosaur or even an oldie like Snow White quality neither visually). If you aim for a realistic game, like a horror game, a historical (like WW2) FPS, a dramatic experience, etc lighting, higher resolution / further viewing distance, special effects, etc can add a lot to the experience.
It's not like many Nintendo fans don't care about graphics neither. Some who now state it's irrelevant were also the ones hyping the slight graphical superiority in the GameCube version of Resident Evil 4 on the GameCube compared to its PS2 port.
