It's a 4chan imageboard (http://img.4chan.org/b/). Many internet memes have come from there (including rickrolling and lolcats). In this case, the poster on Oprah's message baord was reposting the "Over 9000" and "Pedobear" memes, which Oprah took way too seriously.
