The only reason why it's not mandatory now, is because the tools arrived too late for some devs to add them. The months before the holidays are probably when the programmers are going to over-time sleep-in-office mode. They need to worry about the actual game for adding misc stuff. By 2009, expect every PS3 game to have trophy support and custom soundtracks.
