This is correct.
It's overrated because it's over hyped, like God of War, like Halo, like Final Fantasy, like Zelda (yeah I said it, TP doesn't live up to the series if it's just OoT in 2006 graphics) and like MGS (MGS4 was overhyped, thus making it overrated, it was a great game, but the expectations were raised to high).
It is a great game though, the controls are probably the tightest I've seen in a 3rd person Shooter, it was really a bad action movie, which is charming if you don't take the story too seriously.
As for voice acting, I think it was fine, you had to believe that these 4 bulky blocks of humanity had to be able to take on this race of oversized monsters, if they sounded normal, you wouldn't buy the idea of 4 taking on thousands.
