The Cell in the PS3 largely represents as powerful of a processor (in theoritical terms at least) that could be produced using a 90nm process ... As a result you could argue endlessly about whether it was more or less powerful than a similar processor that was produced using the same process (like the XBox 360's processor, or the Core 2 duo of the day) without really winning or losing the argument because it would depend on what you were measuring.
The Intel core 2 Quad Q9650 represets as powerful of a processor that can be produced using a 45nm process, and as a result you would expect it to be (roughly) 4 times as powerful as a similar architecture that was produced using a 90nm process.
In other words the Intel core 2 Quad Q9650 is much more powerful.
