No, it doesn't. Most (basically all non-PC) gamers can't tell the difference between 30 and 60 fps. Movies are broadcasted in 24fps, but that doesn't mean they are unwatchable at high speeds.
As for how it works, Paradise city isn't all loaded at once. Basically your car has a "bubble" around it so to speak, in which sections of the city are loaded. Anything outside that bubble doesn't really "exist" in any form other than potential data, but the game is only loading data from limited areas at a time.
