Karma isn't a tangible concept, it's a perspective.
People like to take this perspective as it makes them happy to know that people who do bad things "get what's coming to them" even the retribution is unrelated. It's very much akin to the philosophy that natural disasters are God's way of punishing mankind only without God and with more emphasis on individual actions.
Karma also doesn't actually come back upon someone anymore than simple consequences of actions. If you rob a bank, you get arrested. That's not karma, that's a consequence of your decision to rob a bank.
