Absolutely true. But to be honest I have not replayed many FPS. They are simply cinematic experiences.
And the good point is if you want your money out of CoD4 there is still the excellent multiplayer. But if replay value is important to you CoD4 would get some minus points.
(On the other hand besides Halo I cannot think of many FPS that provide great replay value.)
