No, id isn't lazy, it's just that the game utilizes huge megatextures for their world.  It allows every part of the world to have a completely unique texture instead of just mapping a repeating texture over the terrain.  Compression techniques can only take you so far.

 

Okay, so instead of wasting space because of inadequate compression, they're wasting space by giving every freakin' sand dune its own texture. Wasted resources are wasted resources. Does anybody really care if every little pebble in the game is a unique snowflake?

This is so far up the diminishing returns curve that it's laughable.
