Most DLC for 360 games (like Halo 3) is saved to the console and bought with your Live account, not a particular copy of the game.
This is a code on the back of the manual that is redeemed at the Rock Band website, and they then send you a code via email at a later time that you will somehow redeem on Live for the DLC. Once the code is used off the manual, that code would no longer be valid at the RB website for anyone to redeem it afterwards. (Say, a second buyer of a used copy.)
The dedication you show to any particular console or company is inversely proportional to the number of times you have gotten laid. If you get laid enough, even if you prefer a certain brand, you just don't give enough of a shit to argue about it on the internet.
