If VGC numbers hold true, it's a lock.
If any X360 game can sell 250,000 units between NA and EU week-1, provided it doesn't drop off insanely (Too Human), it's a lock.
Usually, MGC Top 10 is a good litmus test for million sellers - if a title can get in the top 5 at any point, it's a million seller lock. Mercs 2, Soul Calibur IV, and Battlefield: BC have been the last 3 games to do that other than the normal games (COD4, H3, GH3, RB, GTAIV).
Oh, and RB2 has already hit the top 5. But that was a lock for 1m a long time ago.
