Which will never be possible. If you have twice the pixels you have half the per pixel operations available. So you will never be able to make a 1080p game that has as much effects, as good lighting as a 720p game. It will always have (1280*720)/(1920*1080) ~0.5 shader effects you could do with a 720p game. That has nothing to do with the power of this generation but is simply a hard fact. Less effects and more pixels or vice versa. These are your choices.
But it is true that number of polygons which result in the same computations regardless of resolution should have a by far bigger impact in racing games than shader effects of any kind so a higher resolution will be a more sensible payoff than for shader driven games like FPS.
