It could go either way, but the way it sounded to me, was he does want sex education for any age in school (as long as it's age appropriate), and he was making fun of the guy using that fact against him.
Kind of like saying. I think people of all color should get collage scholarships.. and then having a speech where I say:
I can even remember him using this in a campaign against me saying "Mafoo supports giving collage scholarships to eskimo people" and... which... [chuckle] I didn't know what to tell him. But it's the right thing to do...
