Most of the high end cards like the 8800s and up are capable of operating at up to 100c but those are danger levels. Ideally you should be able to keep it below 80c even when gaming in SLI mode etc... If you're breaking 70 while idle you probably need more/better cooling solutions.

The simple fact of the matter is that cooler temperatures equate to longer component lifespans, and as a result overclocked components and overused components will die..and die much faster. How much faster depends on a large number of factors, you pretty much roll the dice, sometimes it pays and sometimes it doesn't =)
