Not betting money, but I think they are likely waiting to complete RE5 and SFIV before porting them, because they did the same with RE4 on the PS2. They completed the GC version, and then Capcom had a good idea of what they needed to do to port it.
Don't forget they also added extra content to that version to make up for it being later. So it could be what happens here.
A flashy-first game is awesome when it comes out. A great-first game is awesome forever.
