Thats the biggest differnece between our and your laws and the fact that in theory your laws seem to restrict you more but that can be attributed to the harsh wording as you say.

YES YOU CAN! Fair Use allows you to make a back-up of any media you buy for personal use only. It has been a huge controversy with the various forms of data encryption and is why there has been no large scale crack down on circumventing it. The Fair Use laws are critical to understanding US copyright law and I am certain now you were not informed on them.
