Well I for one wouldn't put much stock in what Dyack says. So the current Too Human took over four years to make. That would still be quite an expensive game. That is not even counting the costs of making the PS1 and GC builds. It isn't like the programmers weren't paid prior to 2004.
In the time between 1996 and 2008 they have only had two games. Eternal Darkness and The Twin Snakes. So we know the time after TTT was spent developing Too Human for the 360. But what were they doing in the nearly six years between Legacy of Kain and Eternal Darkness. Unless ED actually took six years, we have to assume a good chunk of that time was spent developing Too Human. At least the PS1 version, the GC version seems like it may have coincided with ED, and taken a back seat to their other games. According to this interview they have 185 employees. That is a lot of people to pay, and that isn't even factoring in other costs.
