I cannot ascertain what the video says because the computer I am currently using does not have speakers. With that being said, if the question is referring to combating terrorism, then the answer is no. Military action is usually an inefficient and ineffective way to combat terrorism. It may work in certain instances when the group is large and organized like an army, but most of the time it does not work.
