Yes, they can if the penalty was imposed in the last 5 laps of the race.

You can appeal to have a time penalty after the race instead of a drivethrough, but not to have it overturned.

 

 

No, the rule clearly states that if the penalty is commited in the last 5 laps, instead of being given a drive-through the driver is charged with 25 seconds, and is possible to appeal it. And I hope the appeal is succesful, this stupid decision shouldn't tarnish this excellent championship, even Niki Lauda called it "the worst judgement in the history of F1 "

Of course its possible to appeal against it. Otherwise McClaren wouldnt be...appealling against it.....

 

Didn't stop them in Brazil last year.

The problem is that had Lewis not cut the corner he would not have been close enough to pass into La Source. He should have backed off and got a tow through Eau Rouge like Kimi did earlier in the race.
