Not C02 is rising. Tempeture.
CO2 has risen greatly in the last 50 years, but to claim thats' do to man made causes is very unlikely.
The only way that could be true is if manmade CO2 is different then regular CO2, as much more CO2 is caused by things such as natural forest fires, Ocean Volcanos and animal respiration.
It makes sense to me to put more effort on finding solutions that work both if it's man made and if it isn't... rather then put all the eggs in one basket.
The report your quoting is one that many scientists quit over it for exagerations and misrepresentation of data.
