One of the main reasons why Libraries rent DvD's is to bring people into the Library.
Also one of the main reasons why cities still keep libraries is because of Tax's.
The more funding a city gets the better.
If more people go into a Library for what ever reason it shows up in the records as people use the public facility and in turn will bring more funding.
Now funding isn't set to say Example: 50,000 = Library, 50,000 = Parks, 50,000 = Roads, etc: it set as 1 budget: a large sum if you will, but the records add up and the more money the better.
Much like road work on roads in a city but you notice that there was nothing wrong with the road to begin with.
But if the City doesn't use the money from the past budget they will not get the same funding as the time before.
That budget is controlled by the State. The city needs to spend it's budget in order to show the city they need more funding.
Side Note:
Having a larger Fiction DvD collection as opposed to other DvD's doesn't show the US becoming retarded, but shows the ignorance of the people that believe the US is retarded because of the size of a fiction movie selection.
