Yeah, I guess that's why the netherlands still exists 
That said, I'm pretty sure people abandoned their home in Georgia when the Russians came, and from what I remember on the news, New Orleans looked a heck of a lot worse. However if I'm wrong in this I'm sorry, seeing as I haven't been to Georgia or New Orleans! Same situation in a lot of war torn countries, I mean heck, that's why refugees exist!
