GTA4 is not a genuine GTA game, it tries too hard to be serious and that just doesn't flow well in Sandbox games. Also, I feel alot of features in it are downright unnecessary like having to bowl with your cousin.
Soul Calibur and Ocarina of Time are worthy of 10's but GTA4.. It's an insult to what a 10 truly represents. 10's are not perfect games, they create the landscape for what a game in general can be. "GTA4 barely moes the lawn."
Pixel Art can be fun.
