The GTA series has never been popular with me because I've worked enough urban random violence scenes supporting forensic investigators that any game based on gratuitous violence will not appeal to me but that said:

GTA IV had technical glitches, a drab color palette, an unappealing cartoonized realistic look, incredibly slow paced boring gameplay, stupid activities like calls and pool that were just annoying, added nothing new to the series of importance, sophomoric humor that was disgusting and lame, and a main character with all the depth of Nilli-Vanilli ‘s talent, and the appeal of week=old oatmeal but other than that …. It was average at best.

Watching it plummet in sales with embarrassing speed until it was underselling the PS2 version of San Andreas in a mere 16 weeks and knowing that it was destined to disappear into quick and total obscurity was the only pleasure I got out of the game.
