uhmm.. the games aren't banned, but they get a "not rated" rating, which means, that they may not be advertised for and have to be kept hidden, but if people (older than 18) ask for it they could buy them (if the shop has them - many shops won't order those games)
because of those restrictions Microsoft decided to not release some games ( Condemed, Gears1, Dead Rising, ..) - all of those games are very gory and gears2 looks like it will be even more gory, so it has no chance to get released here, atleast not in this version (some publishers decide to make a cutted version and release it here)
