The reason their is an explosion in the cost to develop games on the HD systems is because they require more people working for a longer time to produce the same quantity of content; the total development costs have (often) risen to 4 (or more) times what it cost to produce a previous generation game, and it is not that uncommon for their to be less content (4 to 8 hours) compared to previous generation games.
Producing a game for the Wii is a lot like producing a game for the previous generation consoles, which means that if you're given a similar time-line to produce a game the game should have much more content; and if you're given a proportinate budget and timeline you still might be able to produce a game with additional content.
