Maybe these are things that have been developed for all three versions of the game -- but since they cannot sell DLC effectively to Wii owners, they put them in at the start to sell the game.
Then they sell the extra modes/stages to PS3 and Xbox 360 owners -- knowing they cannot accept Wii owners having something that they do not.
Think about it. It makes sense from a business perspective.
