Developers can often achieve much more on a console for the specs than on a pc. I don't think they would have to sacrafice much quality if any to bring it to consoles.
Sure Halo 2 runs on an original xbox with a 733 processor and 64mb of ram. Running the game on a pc with equivalent specs would be suicide.
