I think it could get to 15 million... I don't think the legs will last so well after Christmas, but it should already be 11.5 million (ish) by January.... so maybe a further 1.5 - 2 million through 2009, and will probably stop being shipped not long after.
Of course the PC version will add another couple of million at least... but it isn't going to get to San Andreas heights, which has shipped something like 22 million (PS2/XB/PC)
