I would've given it around an 8 at the time it came out. Now it's harder to judge.
Tbh, I think the "Halo-killer" hype that OPM thrust on the Geurrilla really hurt the game. It had it's flaws, but it was still a pretty good game, and I think reviewers may have felt really let down after all the hype, and reviewed the game as such.
Edit: If you go to GameSpot, you'll see that the user average is an 8.2, while actual review is a 6.9.
