Killzone was a game held back by the ps2. They tried too much and accomplished too little due to aging hardware.

However there were some gameplay problems, not related to hardware. The main problem was that battles were on rails. Where Halo 2 was employing open battles, Killzone mostly had set trenches and paths. It becomes annoying after a few hours...

But this game is crasy good compaired to what i had imagined..

And while i agree with most you said actually (for once) i think that they did accomplish a lot on the ps2. Now i haven't played it on a ps2 so i wouldn't know if it runs slower, but i've only had a few slow downs even though it runs on a emulator (60gig pal)

If you look at other ps2 shooters (mohaa lol.. various others and even cod) then this game really did manage to push some limits.. and they've created a engaging gameplay which only has a few minor issues (audio wise and gamplay wise) .. and besides the fact that it is.. as you said running on rails (atleast most of the time.. ) the game is actually really good.
