You have to take into consideration the different perspectives of different representatives within your government. On top of that, earmarks are not (necessarily) a bad thing ... they were designed so cities and states could get access to federal funding (primarily for larger projects like public transportation) ... the problem with earmarks is that appropriate checks and balances were never put into place which makes it difficult to seperate good earmarks from bad earmarks.
