I suppose the question should be "when are graphics good enough?"

Do the graphics need to be better than say MGS4 to make a better game?

Graphics are a very important part of a game, only less important than gameplay. Better graphics are always better (we are very visually orientated beings), just like better audio, better controls, etc.

I do think I view graphics in a much broader sense than many other people, having a more complex/impressive game world I also see as being related, destructible environments, advanced physics, etc all can make a game look more visually pleasing and add a lot to the gaming experience.

Of course artistic talent is more important, a more capable system and advanced game engines allow for far more artistic and game design freedom, but if you have a bad game design and bad artistic design, resolution, animation quality, audio quality, anti-aliasing, etc, etc all become rather irrelevant.

Combine artistic and game design talent with very advanced technology, then more capable technology IMO translates into far more potential than combined with very limited technology.
