It's not going to happen. At least not in this generation.
The fact that they keep buying up RPGs and that the 360 was already cheap in Japan compared to other regions says that their is something inheritantly wrong with the console or the library in the eyes of Japanese gamers for it to still see abysmal sales. This is not something a price cut and a couple of RPGs are going to change.
