It was Nagan and Blanco's job to look out for their constituency and get people the fuck out of NO when the storm appeared, or at least have safe zones in the city that didn't involve packing a bunch of starving people into a football stadium.
They didn't. You can blame the Federal government for everything after that point but it was the state's job to make sure people weren't in the area when Katrina hit.
Every level of government failed the people of that area during Katrina. It's unfair to pin all the blame on the Feds and Bush. They're the ones who are supposed to come in after everything goes to shit, not prevent the shit from happening (the Federal funding of the levees themselves withstanding, of course, but that predates Bush by decades).
