These are the states that reject abstinence only education funding-
Arizona, California, Colorado, Connecticut, Iowa, Maine, Massachusetts, Minnesota, Montana, New Jersey, New Mexico, New York, Ohio, Rhode Island, Virginia, Wisconsin, and Wyoming.
Notice a missing state.
I would cite regulation, but I know you will simply ignore it.
