were it WW multiplat, yes it had a good shot (GTA was a PS franchise after all and it sold 35% better on 360 from vgchatz numbers) but with the game being exclusive in a region that is traditionally it's best seller, I doubt it still has a chance. (however when it traditionally sales 3M in japan, that is dificult to forsee as there is not enough PS3's in the country...
